Notice to All Oxygenate Blenders

Under the Tier 3 sulfur regulations, the Environmental Protection Agency (EPA) is requiring all oxygenate blenders to register both the oxygenates added at downstream locations and the locations themselves. Previously, the EPA has only required that companies blending oxygenate into RBOB register the facility. The Tier 3 regulations extend this registration requirement to all parties that blend oxygenate into conventional gasoline (CBOB or CG). In addition, the EPA is requiring companies to register the type of oxygenate used at each oxygenate blending facility.

The EPA is modifying the Part 80 fuels registration system to accommodate these updates. These registrations must be completed by November 1, 2016. For companies that are already registered as oxygenate blenders for RBOB, they will just need to add the oxygenate blender activity for the facilities that will add oxygenate to CG or CBOB. For companies that are not already registered as oxygenate blenders, they will need to add the oxygenate blender activity to the company registration and the facilities that will add oxygenate to CG or CBOB.

The EPA is also requesting registration of each type of oxygenate blended at each registered facility. Therefore, all registered oxygenate blending facilities will need to identify the type of oxygenate blended at each oxygenate blending facility.
